WE Finance Code
FINCA Kosovo is proud to endorse the Women Entrepreneurs Finance Code (hereinafter the “WE Finance Code” or the Code), a global initiative dedicated to closing financing gaps for women entrepreneurs and promoting gender equality in the financial sector. As a signatory, FINCA commits to collaborate with national stakeholders to provide leadership, enhance data systems, and implement concrete actions that empower women‑owned and women‑led micro, small and medium enterprises (MSMEs).
As a Signatory to the WE Finance Code, FINCA commits to the following under each of the three pillars of the Code:
Leadership Commitments:
- FINCA Kosovo has nominated Fitore Loxha Tolaj as its WE Finance Code Champion. This champion leads the implementation of commitments, coordinates with the national coalition and ensures that the institution’s activities align with the Code.
- FINCA has established Women Loan Leaders in all regional branches to act as ambassadors for women‑led MSMEs. These ambassadors will continue to provide tailored guidance, support access to specialised products and ensure that women entrepreneurs receive personalised services.
- FINCA will maintain a balanced gender ratio across staff and management, promote women into leadership positions, and apply inclusive HR practices—such as gender‑balanced hiring panels, work‑life balance policies and maternity support programmes. Staff training programmes will address gender bias, unconscious bias and opportunities available through the Credit Guarantee Fund.
- FINCA will adopt and report using the nationally agreed definition of Women‑owned and Women‑led MSMEs, as endorsed by the WEFinance Code National Coalition. The definition will be applied in portfolio segmentation and reporting to the Central Bank of Kosovo (CBK).
- FINCA will position women‑led businesses as a key client segment through targeted marketing campaigns, joint promotional activities for newly onboarded clients, and regular sharing of client testimonials to highlight success stories. The institution will report on campaign outcomes and ensure that women‑led MSMEs are consistently showcased in its communications.
- FINCA will continue to promote its Women Loan and Start‑Up Loan for Women through digital marketing, radio, TV and SMS campaigns, emphasising its role as a trusted partner for women entrepreneurs.
- FINCA will inform women entrepreneurs about all financing opportunities—tailored loans, advisory services and other support mechanisms—ensuring women‑led MSMEs know what products are available and how to access them.
Data Commitments:
- FINCA will continue to record and analyse reasons for loan application rejections to identify systemic barriers faced by women and to inform product design and risk policies.
- FINCA will apply the national coalition’s WMSME definition across its portfolio, keeping separate records for Agro Women Loans and Business Women Entrepreneur Loans to facilitate targeted analysis and reporting.
- FINCA will segregate women‑owned and women‑led businesses within its database and analyse their performance separately to improve product development and service delivery.
- FINCA will provide quarterly reports to the CBK, the Association of Microfinance Institutions of Kosovo (AMIK) and the Banking Association, including data on women clients, loan portfolio quality and outstanding principal, comparing results for women‑led and men‑led businesses.
Action Commitments:
- FINCA will continue to develop new financial products for women entrepreneurs guided by sex‑disaggregated data and needs assessments.
- FINCA will provide non‑financial services to women entrepreneurs—including financial literacy, digital marketing, bookkeeping, business planning, negotiation skills and other training workshops—delivered through its FEMEDU program and Learning and Development Center. These trainings will be linked to financing opportunities, ensuring that participants can access appropriate financial products upon completion.
- FINCA will maintain a permanent training and mentoring programme for women entrepreneurs through its Learning and Development Center, offering dedicated modules for women and supporting their business growth.
- FINCA will continue to increase the number of women‑led MSME clients and expand the scope and value of financing offered to women entrepreneurs. Women already make up a significant share of FINCA’s client base, and the institution will build on this progress by growing the portfolio of loans and services available to women.
- FINCA will organise at least three networking events annually to promote women entrepreneurs, support their participation in trade fairs and exhibitions, and connect them with new markets and business partners.
